WhY would it not be a brilliant idea? Of course it would be better. Large vehichles are not only obscene and completely unnecessary, but detrimental to the enviroment and a safety hazard for people. They kill people, it's why they have to keep reducing speed limits in residential areas.
Lighter cars hazardous? How so? Big cars kill people. Just look to America. (I've lived there, nightmare) It has also been proven that the bigger and heavier they get, the more road rage and violence we get. People actually admit to wanting to run people over and kill them.
Yes, by all means, make them all smaller and lighter. It should be mandatory.

Incentives would certainly be a key factor, and they would have to be available both to manufacturers and the public (drivers.) The array of opposition to lighter (and therefore more dangerous?) vehicles would include special interest lobbyists who would fight legislation, manufacturers, until incentives outweighed costs, and possibly those who feared decreased safety factors in cars made of lighter materials. This would be a multi-decade effort.
